How Are We Going to Colonize Space If No Country Can Own Territory?

Under international law no country can own territory in space.

So how are we going to colonize? Even if no country on Earth owns the territory the people living in space will then need to have their own country in space which would then own territory.

People living in one place in space naturally have different interests from people living in other places in space.
People are different and have different interests from place to place. Even if you put it under a single body it needs subdivisions. And the differences that would form culturally between us and Martians and probably even Lunar colonists would make national unity across space unsustainable. But we can look forward to possibly a common currency and to peaceful coexistence if we start out colonizing with the understanding that we are creating new countries. If we are wise we will guarantee independence to any new colonies as their own countries.

Why do Conservatives think subsidizing Oil will lower gas prices or help the USA economy?

No mater what, Oil companies will continue to raise prices, sell Oil to China and anyone who wants OIl (though China is a big manufacturer of solar panels and has better energy planning than US). Oil is a non-renewable energy source that is half depleted, and Oil corporations will squeeze buyers for ever dollar of profit we are willing to pay at the pumps. Oil companies are International firms with loyalty to stockholders, and no loyalty to any country, or citizenship such as the USA.
